Shanghai Innovation Zone Targets Skilled Expats

Shanghai is to support skilled expatriates with moving to work at Shanghai's science and technology innovation zone, the Zhangjiang National Innovation Demonstration Zone.
The Shanghai Zhangjiang Hi-Tech Industrial Development Zone (formerly Shanghai Hi-Tech Development Zone) is seeking to become one of the best locations across the Mainland for innovation and entrepreneurship.
As well as newly providing information resources in multiple languages on how to settle in Shanghai, the State Administration of Foreign Experts Affairs and the Shanghai Government have agreed to explore incentive measures for expats considered to be able to make a significant contribution to the city.
As Shanghai is one of the pilot cities and provinces for unified work permits for foreigners, the Zone is regarded as a key place to implement the new policy. As part of this pilot, those obtaining a work permit will benefit from an exemption from housing property tax for their only residence.
Meanwhile, the Zone is also trialling the "single-window" application for work and residence permits for foreign employees and will also explore more innovative policies, such as enabling top talent to enter and exit China more easily.
The Zone will also set up an international medical center to meet the needs of foreign talent as well as an international settlement center for medical insurance.
