Speaking at a recent conference on the topic, Malta's Minister for Social Dialogue, Consumer Affairs, and Civil Liberties discussed Malta's efforts to tackle income tax and value-added tax evasion connected with undeclared work.
Helena Dalli stressed the importance of interdepartmental cooperation, especially between the Department of Labor, the Department of Social Security, the Tax Compliance Unit, the VAT Department, and the Police Force.
She said that as part of Malta's efforts to ensure compliance, businesses have been required to register with the VAT Department irrespective of their turnover. She explained that this has encouraged traders to declare income, for both VAT and income tax purposes.
She said that awareness campaigns are also key to changing the tax culture. Malta is also offering free childcare to parents that are lawfully working in a bid to discourage casual grey market work.
