Executive Summary: Situated in North West Europe between the Netherlands to the north, Germany to the east, Luxembourg to the south and France to the west, Belgium is at the EU’s political heart, with a population of 10.4m. As a modern, open economy with excellent infrastructure, Belgium has prospered in the post-war period and it is now one of the wealthiest countries in Europe, although the financial crisis hit the country hard, resulting in rising deficits, a large public debt and increasing taxes. Belgium is very well connected to the rest of Europe; most major Western European cities are a short flight away. However, tensions between the Dutch-speaking Flemings of the north and the French-speaking Walloons of the south have led in recent years to constitutional amendments granting these regions formal recognition and autonomy. Belgium’s tax regime isn’t especially attractive; corporate tax, at 34%, is high these days. There are also few investment incentives, although there is a relatively benign holding company regime, and a ‘notional interest deduction’ allows for companies to reduce tax. Employment regulations have become less burdensome, but non-salary costs are high for employers, and labor laws are rigid.
