Executive Summary: Aruba is a small island covering 75 square miles located in the Caribbean Sea 19 miles north of Venezuela with a population of 110,000. The capital is Oranjestad. Air communications are excellent with over 200 flights a week and daily flights to major cities in Europe, the United States and Latin America. Telecommunications and computer networking facilities are among the most advanced and well developed in the region. Together with the Dutch Antilles from which Aruba separated in 1986 it is legally part of metropolitan Holland and as such is a European Union territory for which the Netherlands has responsibility. The Island is politically and economically stable. The currency is the Aruban Guilder or Florin (AWG), which is fixed to the US dollar at USD1 = AWG1.79. Due to its proximity to oil-rich Venezuela the island has a petroleum refining industry. The other pillars of the Aruba economy are tourism, manufactured exports and offshore financial services. Anguilla abolished its offshore tax regime in 2003, but a series of fiscal incentives are in place to attract offshore banks, insurance companies and business in general.
